Job Linked Skill Development Programme for Unemployed Youth:
The leather cluster of Kanpur holds a place of prominence in view of its contribution to employment, growth and exports. The exports from this cluster during 2005-06 were approximately Rs. 2100 crores i.e. constituting about 17% of the total exports of the country in the leather sector. The leather sector can be further classified into six sectors namely finished leather, footwear, footwear components, garments, non-leather footwear and saddlery. The footwear sub-sector of Kanpur Leather Cluster comprises of units making namely:

Open footwear i.e. chappals, sandals etc.

The annual turnover of this sub-sector is Rs. 930 crores including exports to the tune of Rs. 810 crores. It contributes 32% to the overall volume share and 35% of the overall exports from the cluster. The annual production is 15 million pairs and has doubled itself over the past 5 years. However to sustain the present rate of growth there was found to be a huge gap between the existing supply of skilled footwear stitchers and the immense demand for the same. As per rough estimates the entire cluster will require about 10, 000 stitchers over the next 4 years.

Over the past few years, the Kanpur footwear sector has been facing a massive crunch of skilled shop-floor workers, as a result of which the industries were losing out on booking orders from international buyers, missing production deadlines etc. The reason being the absence of a quality training institute which could impart short term courses in footwear manufacturing to un-trained youth and simultaneously ensure that the trained youth get placed in the footwear factories.

Hence the association of leather manufacturers of Kanpur, UP Leather Industries Association (UPLIA) had proposed a Skill Development Programme for assistance from the Human Resources Development Mission Programme (HRDM) of the Government of India, which was accepted and launched from March 25, 2008.

At this point we would like to reiterate that no other industry association of the country has launched such a large-scale Skill Development Programme till date for the poor and under-privileged sections of the society. We would also like to reiterate that UPLIA has funded about 70% of the entire cost of the Skill Development Programme through its own resources and sought the help of the various arms of the Government like CLRI and SIDBI for the balance 30% of the fund requirements.

UPLIA had identified two areas wherein the training would be conducted, namely Daruttaleem Wassanat (DTS) - Jajmau and IISTEM - Banthar. The reason for choice of these locations is - the presence of a sizeable number of footwear manufacturers in Jajmau (in Kanpur) and a small number (though with huge volumes) in the Banthar-Unnao belt. Since the purpose of setting up the training institutes is to generate employment among the local unemployed youth as well as provide skilled manpower to the industry cluster, the prospective candidates will find it easier to enroll themselves in the institute which is within close to their homes. The target group of the expected Programme are the underprivileged sections of the society within the age group of 18 to 30.

UPLIA will train 1500 persons in shop floor operations over a period of three years, by training them on all types of sewing machines in the upper closing section: namely Single Needle Flat Bed Machine, Single Needle Post Bed Machine, Double Needle Flat Bed Machine, Double Needle Post Bed Machine and Zig-Zag Sewing Machine. The program is driven by the industry wherein it has created a new training center i.e. Daruttaleem Wassanat – Industrial Training Center – Leather Footwear Division (DTS – ITC – LFD), which is owned and managed by the Association, as well as

has engaged IISTEM – Banthar to launch the same Training Programme for the unemployed youth of Banthar – Unnao.

Major Outcome of the Skill Development Programme:
|

Job – Linked vocational training and subsequent placement to the poor and under-privileged sections of the society;

Introduction of a Short Term Course in Footwear Manufacturing, which was not a part of the curriculum of the existing institutions;

Training of the students by faculty of Indian Institute of Leather Products, Chennai, an institution reputed for delivering quality results;

The initial stages of the Skill Development Programme will concentrate on Upper Footwear Components Stitching Training, and later on efforts will be made to include other operations of footwear manufacturing as a part of the regular training programme;

Plans are afoot to make the UPLIA owned Training Institute a well known Skill Development Institution dedicated for the growth of the Leather Industry.
